Abstract: Different wind power projects have different external economics level, the practical evaluation on which can provide reference for wind power projects selection and qualify the role of completed projects. In this paper, the external economies of wind power engineering projects were evaluated by employing VIKOR method. The basic theory of VIKOR method was firstly introduced, and then the empirical evaluation was performed. After the evaluation index system was built from environmental, social and economic aspects, the external economies of three selected wind power engineering projects in Hebei province were studied. The evaluation result shows the external economies of wind power project #3 are the best one. The application of VIKOR method in external economies evaluation of wind power project is effective and feasible.

Key Risk Index Identification of UHV Project Construction Based on Improved Rough Set Model

Abstract: Compared with the conventional power grid project, the UHV project construction faces more challenges and risks. Identifying the key risk indicators of UHV project construction can improve the level of project risk management and reduce risk-related loss. Taken the data missing of risk indicators into consideration, an improved rough set model for key risk indicators identification of UHV project construction is employed with the introduction of information content. Firstly, the information content of conditional attributes set and information significance of each conditional attribute are calculated; Secondly, the reduced core attribute matrix is formed; Then, the discernibility matrix is built; Finally, the final core attribute set is determined. After building the risk index system, the key risk indicators identification of a certain UHV project construction is performed. The calculation result shows that “land requisition and logging policy risk”, “project security management risk” and “land requisition, removing and crop compensation risk” are the key risk indicators.

Abstract: China’s wind power has developed rapidly in the past few years, the large-scale penetration of which will bring big influence on power systems. The wind speed forecasting research is quite important because it can alleviate the negative impacts. This paper reviews the current wind speed forecasting techniques in China. The literature (written in Chinese) sources and classification were firstly analyzed, and then the wind speed forecasting techniques in China were detailed reviewed from four aspects, which are statistical method, soft computing method, hybrid forecasting method and other forecasting methods. This paper can rich the current research in the field of wind speed forecasting.
